Local authorities: Prevention in action

"Since our last report, there have also been some significant changes to the way health and social care services are planned. Every locality in England now has a sustainability and transformation partnership (STP) and plan, which are critical to transforming health and social care at a local level. For this year’s report, we have taken the new opportunity to assess prevention in STPs as well as repeating a review of joint health and wellbeing strategies and local authority Freedom of Information (FOI) responses."

Public Health England has published the 2016 Health Profiles. The Health Profiles provide a snapshot of health and wellbeing for each local authority in England using a range of charts and text. They pull together existing information in one place and contain data on a range of indicators for local populations.

Shared principles for redesigning the local health and care landscape

"This document builds on previous work by NHS England’s Planning and Delivering Service Changes for Patients which offered good practice guidance to health commissioners on developing proposals for major service changes and configuration. Our five key principles are for use by the whole system. It aims to provide local system leaders – local authorities, health and wellbeing boards, clinical commissioning groups, NHS and care providers and patients and the public – with shared principles to ensure that service redesign meet a number of fundamental requirements to assure themselves, their partners and their communities that proposals are focused on improving services and health and wellbeing outcomes."

Rethinking the public health workforce

"The report highlights the ‘early adopters’ in the wider workforce. These are the occupations who are already engaged with the public’s health, are enthusiastic to do more and should be acknowledged for their part in prevention. Examples include Fire & Rescue Services, Health Trainers, Allied Health Professions (12 distinct professions who make up 6% of the NHS workforce), Community Pharmacy, and Housing Associations. These occupations equate to over three quarters of a million people."

Asset-based approaches in health care

"The title, ‘Head, hands and heart’ refers to a well-known asset-mapping technique, in which participants are asked to respond to three questions: What knowledge do you have? (‘head’); What skills do you have? (‘hands’); What are you passionate about? (‘heart’).

The report introduces the theory and practice of asset-based approaches, explores some of the key principles for developing health assets and the evidence and mechanisms of impact on health outcomes of asset-based projects in the UK. It also identifies areas for further investigation."
