"For each STP, five key questions need to be asked:

1. Will there be enough staff with the right skills?
2. Will there be enough beds?
3. Will there be good access to non-emergency (elective) care?
4. Will NHS care still be good quality care?
5. Will NHS care be effectively complemented by social care and public health measures?"
